There are several program activity areas the nonprofit envisions offering in the long run. In this start-up phase it is a challenge to figure out where to start. Specifically, what are the activities that are realistic to include in the annual tactical plan, and that logically build to the full program in the long run.

Currently, there is an outline of a tentative plan which approaches this in stages.
I would like to get some expert input on how to develop significant program areas, in stages, with limited resources.
This then impacts resource development, fundraising, etc.
